Harold Felt’s successful run for mayor in 1973 was his second campaign for the office. He ran in the 1940s, but lost to Carl Wold. Three decades later, Felt won the mayoral office in a race with Wayne Jensen by 20 votes.

Felt, the first mayor to occupy the new City Hall building, arranged an industrial bond issue to help bring the American Greetings card business to Brigham City. He hired Stephen Studdert to be Brigham’s new Chief of Police.
Mayor Felt wanted to build a new facility for the Police Department in the unfinished basement of City Hall, but lacked the money to hire a contractor for the job. With the help of City employees, Felt and Studdert did the project themselves.
